The Evidence to Action (E2A) Framework is a participatory learning and operational framework developed by the University of Melbourne’s Centre for Cities in collaboration with the Swiss philanthropic organization Fondation Botnar.

The concept of “Mastering the E2A Framework: From Education to Application” centers on moving away from rigid, traditional metrics of success. Instead, it teaches organizations and educators how to build localized knowledge, understand social contexts, and transform classroom or research theory into real-world, systemic community action. Core Structure of the Framework

The framework acts as a meta-learning tool built upon three foundational pillars:

5 Principles: Guidelines ensuring that interventions are inclusive, equitable, and highly focused on the wellbeing of youth and local communities.

6 Strategic Actions: The practical steps used to design, launch, and execute a formal learning agenda within a project.

5 Domains of Change: The final target areas where monitoring and evaluation take place to measure actual systemic impact. Key Stages: From Education to Application
